Objectives

What trainees will gain

  • Strengthen national capabilities to detect and respond to incidents involving nuclear and other radioactive material.
  • Gain competence in detection and monitoring techniques and equipment through hands-on training with the instruments.
  • Understand methodologies for designing physical protection systems and evaluating their performance against sabotage and theft.
  • Gain familiarity with international guidance on the security of radioactive sources and the security of radioactive material in transport.

What the programme covers

Advanced Detection Equipment for Front-Line Officers and Mobile Expert Support Teams — 5 days

  • Health physics concepts and radiation protection principles, detection and monitoring techniques, intensive practical exercises, and coordination between front-line officers and support teams.

Radiation Detection Techniques for Front-Line Officers — 4.5 days

  • Authorised use of nuclear and other radioactive material, integrating detection equipment into the work environment and developing procedures, initial actions when an event occurs, and import, export and transit regulations.

Design Basis Threat — 5 days

  • A step-by-step methodology for developing, using and maintaining the design basis threat, including threat assessment at national, site or activity level.

Nuclear Security Detection Architecture — 5 days

  • The scope and framework of the national detection architecture, the role of detection in security measures for material out of regulatory control, and national planning and strategy.

Information and Computer Security — 5 days

  • The importance of information and computer security as part of the overall security of nuclear facilities, and guidance on implementing and evaluating an information security programme.

Physical Protection of Nuclear Material and Nuclear Facilities — 10 days

  • A structured methodology for the design and performance-based evaluation of integrated physical protection systems against radiological sabotage and theft, together with current concepts and technologies.

Security of Radioactive Material in Transport — 5 days

  • Recommended security measures for different types of radioactive material, and categorisation of shipments taking the threat level into account.

Security of Radioactive Sources — 5 days

  • The importance of protecting radioactive sources in view of the consequences of their misuse, the main international guidance, and the basic principles of physical protection and their application to sources.

Front-line officers at ports of entry, customs, border guards and law enforcement agencies, operators of nuclear and radiation facilities and their security officers, regulatory bodies, carriers and shippers, and users of radioactive sources.

Method

How it is delivered

Lectures, practical exercises on detection instruments and simulated scenarios. Courses are delivered individually or as an integrated track, depending on the organisation.
